Create Harbour Barrier System
The Thames Flood barrier was designed to protect London from large flood (1 in 100 years) up to 2030. It has been successfully protects 125 SQM of London, including £200 billion worth of private and public properties and infrastructures, a large number of London train lines, heritage buildings, power stations, hospitals and schools. City of Sydney has a better case than London, but it also coming face to the flood risks if sea level continually raise exceed current limit in long term. Introducing a Harbour Barrier system may reducing the impact of property and infrastructure of COS and other suburbs along Parramatta river. However, it has to be further consult and assessed by scientists and specialists before implement. It also need participation of state government, federal government and related organisations.

Sydney CBD congestion charge scheme
London successfully implement Central London Congestion Charging Scheme reducing carbon emissions in the central London by 15%. City of Sydney may also introduce a similar scheme to reduce number of private cars entering CBD during peak hour of weekdays. This scheme is consistent with the target set in the COS sustainable strategy. In the meanwhile, further investigation are required to identify the zone and charging rates. It also require public consultation ensure the policy acceptance of community.

Partnership
London has a effective partnership scheme involving specialists contribute updated local information or successful experiences from other cities or countries. Considering the limited sources and power City of Sydney council has, in order to adopting long term adaptation or mitigation strategies, COS should set up an organisation or partnership scheme coordinate with state or federal level authorities, science organisations or global wise climate change organisations. .
